I believe it's as a result of he was the one brother that killed different individuals whereas his brothers solely ever killed one another, iirc. Fratricide for succession appears to be a norm or a convention of their world, which is why it appears the killed brothers held no unwell will to their fellow brothers, the late King being unbothered his youngsters's fratricides and his personal, and the city having an inn known as "The Slaughtered Prince". So murdering one another wasn't an evil act, it was only a lifestyle for them, and Septimus killing different individuals was not.
